(automatic translation in English and japanese, sorry for the many mistakes)

Dear fellow japanese staff,

first of all, we would like to express our solidarity and empathy with all employees and their families who are going through difficult times, either because of their confinement, or because of their anxieties related to the pandemy, or, alas, because of their hospitalization or that of their loved ones.

The elected representatives of the CSE are at your side, more than ever, and you can contact them at any time, they will answer your questions. You can for that use all the usual channels, telephones, mails, websites of the various organizations.

It is necessary today to make an update on the situation that Ricoh lived this week, in order to put an end to a certain number of doubts on the events:

- since the beginning of the crisis, the elected representatives have put pressure on the management to shelter as many employees as possible, in particular, to put those who could telework (even partially) on 100% teleworking, as advised by the government. At that time, eligible employees in some departments could only telework a limited number of days, on a rotating basis, which in our view made little sense. Organizing shifts meant forcing those who could afford it to expose themselves to unnecessary risk of contamination. Management finally issued a note clarifying the situation on 16/03. How many days were lost, during which employees were exposed!

- Following the intervention of elected representatives of the CSE denouncing the impossibility of respecting a social distancing on the lines of the RRO, the management finally accepted on 16/03 the partial unemployment of this activity. Tme to reorganize the lines in order to go back to work afterwards...!

- Since Monday 16/03, we have been urging the management to protect all employees, knowing that we had voted the possibility of starting short-time working at the CSE on 12/03. Thanks to the exceptional regime set up by the Government, the entire 84% of the net salary to which the employees are entitled is reimbursed to the employer (which is not the case in the classic short-time working regime), up to 4.5 times the SMIC. Ricoh therefore has little cost in terms of payroll costs by using it, except for very high salaries, i.e. a handful of people.

- As early as Monday morning, employees not concerned by teleworking exercised their right to withdraw and the CSE issued an alert on Tuesday, considering that the protective measures taken by Ricoh were either insufficient, difficult to respect or not respected, not to mention the risks of violence linked to this situation. We recalled that the hydroalcoholic gel distributed had expired since 2011, that the company restaurant served meals without gloves and masks, that the guards distributed badges to visitors hand to hand, without any particular cleaning precautions. As a reminder, the company physician, at the CSSCT meeting of 12/03, indicated that wearing masks without gloves was useless, and that he did not recommend wearing surgical masks, because emergency services with proven patients needed them more than we did. According to him, the most important thing was the strict application of barrier gestures and a minimum distance of 1m between employees. It should also be pointed out that the surgical mask is not the right mask for healthy people wishing to protect themselves from the virus, only the FFP2 mask allows this. Surgical masks are a "makeshift" solution and they are essentially used to avoid the projection of sputum, and are only effective for a few hours.

- On Tuesday 17/03 in the morning, many withdrawal rights were taking place at the TBG and MRO, paralysing production, and the elected representatives were called by the employees to convince the management to stop the activities, fears and anxieties taking over. During the discussions with management, one of our elected officials was accused of trying to bring the company to its knees and of "propaganda" by a senior manager: we can clearly see the priorities of both sides. The masks are coming off... and the lessons will be learned at the end of the crisis.

- In front of this outcry, management indicated that it had (finally) heard the fears (which the elected representatives had been relaying for a long time), and that employees who feared for their health were allowed to go home on short-time working. Regime not applicable at that time, but it is a detail of an administrative nature...

- however, it called for volunteers to keep the business running. She had therefore still not understood that the protective measures were, in our view, not sufficient, and that it was no longer time for production at any cost.

- On 18/03 an extraordinary CSE was held, the minutes of which will be put online next week, after approval. Everyone will judge its content. In spite of the cessation of the main activity, the management insisted on maintaining some activities, which were derisory compared to the risks incurred and the little profit that could be made from them. A (late) reinforcement of the preventive measures was decided, including the cleaning of the posts (by whom?), the distribution of masks in sufficient number (and not just one per day as initially imagined), and the wearing of gloves...

- Shocked and revolted by the lack of risk analysis and insufficiently effective measures, all the elected members of the CSE (14 full members and 14 substitutes) took a common position to discharge themselves, not from their mandate as the management wrote in its emails, but from their responsibility in case of dramatic situation (deaths related to the virus), considering that they had tried everything to convince the management, which was stubbornly unconscious and did not seem to have taken the measure of the danger. She hid for this behind sometimes contradictory government directives: "stay at home, but go to work if the activities are indispensable". The question is whether our activity is indispensable for the survival of the nation, but also for the survival of the group, once the TBG has stopped. It was a blind and unnecessary hardship for us. Employees, even volunteers, can contaminate their families, and one contact case was still on site on Wednesday, as well as apprentices. We all felt that Ricoh was not exercising its duty to protect by inviting them to come to work.

This is an in-depth debate, which will have to be held. Everyone has their own perception of danger, and it is not the same from one person to another. However, for elected officials, it is not possible to let employees expose themselves, even in a supposedly "controlled" way. The precautionary principle must take precedence, because no one today knows how dangerous the virus really is for the entire population. What is now certain is that the virus is not only dangerous for the elderly.

- Finally, we learned, through the press on the evening of 19/03 that Ricoh would stop its activities at the beginning of next week (23/03?) while on the same day the elected representatives received information from the management indicating that it was planning to stop as from 27/03. We asked for clarification, which we are still waiting for. To this day, employees are still being called to find out if they want to come to work. So, stop or no stop?

One constant that emerges from these events is that the management was not in a position to protect its employees in a certain way, but did everything it could to keep producing for as long as possible. The message was clear: producing is more important than the health and life of the staff.

A debate must and will be opened on the interest of maintaining economic activity in times of pandemic. Obviously all companies, hit hard by this crisis, will suffer losses. Everyone is at the same point, even competitors, even customers. In France, we are fortunate to be able to be taken care of by the community, us, the employees, but also the companies. Risks are therefore reduced. What's the point of producing if you can no longer ship, sell, or simply if you endanger your employees?

There will be accountability at the end of the crisis and we will take the necessary action to shed light on the failings of management in managing this crisis.

Finally, there will be a pre-crisis and a post-crisis period: how, today, given the way things have gone and the message sent to employees (we are not stopping), will management, through any agreement, project or declaration whatsoever, be able to gain the confidence of its employees? Deeds have not been joined to words: when it came to protecting, management chose to produce.

It was legally possible, but morally and ethically reprehensible.
